JE NA FIKRA MPYA ZA VIJANA WA KITANZANIA NI ZA KIPEMBUZI?
Katika mtizamo wangu juu ya mgongano wa fikra nchini Tanzania, leo naendeleza mtizamo wangu juu ya hizi fikra mpya ambazo kimsingi ni za kizazi cha vijana wa leo. Ninadhani kwa mtizamo wa mgomo wa wanafunzi wa vyuo vikuu vya umma kadhaa hapa nchini ni wazi ni wakati tutizame kwa kina usahihi na uhalali wa kufikiri kwa kizazi hiki.
Moja, hoja kuwa sera ya bodi ya mikopo haifai na ifutwe sidhani kama itakuwa ndio suluhisho la matatizo katika sekta ya elimu ya juu. Vijana wa leo wanadhani kuwa ili wapate maslahi yao katika kila wanachostahiki kupata basi ni kwa kutumia njia za mkato. Wazungu wana msemo usemao: “It takes two to tangle”, na mara nyingine wanasema “Take it all approach”. Nadharia hizi mbili kwa vijana wetu hazipo kabisa. Wanachotaka kipengele cha kukopesha kiwe cha asilimia mia moja.
Kwao maadam ni fedha za serikali basi ni sawa na bure. Inatia mashaka sana unapoona hata wale wenye uwezo wa kulipa viwango katika madaraja mbalimbali kwa mujibu wa sera hiyo wanang’ang’ania wapewe asilimia yote. Kwa vijana hawa inawezekana kabisa wanajua maadam fedha ni za serikali basi kulipa si lazima kwani wamezoea jinsi wanavyoona fedha za serikali zinavyofisadiwa.
Hapa pananipa wasiwasi sana juu ya mtizamo wa vijana wetu hata hawaogopi kuingia kwenye mikopo. Yaani kwa mtu mwenye akili timamu sidhani atapenda kujiingiza katika mikopo ambayo itaathiri mipangilio yake ya baadaye. Niwakumbushe kuwa, mwandishi George Orwel aliwahi kuandika katika Animal Farm: “All Animals Are Equal, But Some Animals Are More Equal than Others”. Wanyama wote ni sawa, lakini baadhi ya wanyama ni sawa zaidi kuliko wengine. Ndio yanayojitokeza na mbinyo wao unaweza usiwe na mafanikio yoyote.
Pili, ni hili suala la kushinikiza kuwa serikali ina uwezo wa kulipa asilimia 100% ya mikopo hiyo. Sijui kama wanafunzi hawa wanajua kuwa kila kitu kinakwenda kwa bajeti. Na bajeti hupangwa mwaka wa serikali unapoanza. Je wanataka serikali ije na bajeti ndogo labda? Basi watoe mapendekezo pia ya juu ya nini kifanyike ili fedha hizo zipatikane kujazia zile zilizokuwa zimetengwa awali. Lakini si kwamba napinga mgomo wao, hii ni haki yao ya msingi lakini nataka nitoe changamoto kwao: Mosi, kama ni kweli kabisa kuna wanafunzi wanaopata mkopo kupitia ngazi (category) wasiyostahili na wanajulikana, je wamechukua hatua gani kuwasema?
Changamoto ya pili, kama kweli serikali yetu ina fedha nyingi za kutosheleza asilimia mia moja kwa wanafunzi, je vipi sekta nyingine za uchumi kama vile afya, miundo mbinu, usalama na ulinzi, kilimo na mifugo n.k, hizi nazo zina mapungufu ya fedha. Hizi nazo si muhimu kama wao wanafunzi? Na kama ni muhimu, kwa uchumi wetu wa Trilioni saba, tufanyeje kwa hili? Tupeleke fedha upande mmoja na sekta nyingine zisimame? Kama si “take it all mentality” hii ni nini? Nimejiuliza kuwa hata kama kuna ongezeko la ufisadi mwingi serikalini, kwa mtu yeyote mwenye akili timamu hawezi kuja na hoja eti fedha zote kwa asilimia mia moja zipelekwe kwenye ufadhili wa mikopo kwa wanafunzi wake. Si sahihi hata kidogo, kama si utoto.
Mgongano huu wa kifikra unalikumba taifa letu ni kielelezo cha kizazi kipya kilichojaa ubinafsi ambao kimeurithi kutoka miongoni mwa wazazi wao. Ni kizazi kinachopenda maendeleo ya haraka bila kuzingatia hatua za ukuaji (gradual) kutoka kiwango Fulani hadi kingine. Ninasema hivi kwani nadhani madai haya ya kulipwa asilimia mia moja bila kuwa na hoja toshelevu kushawishi na kushauri serikali ni wapi hiyo nakisi ya bajeti ya serikali na hata ile inayotengwa kwenye bodi ya mikopo basi vijana wetu wanakuwa kama vile wanaonesha jinsi gani ubinafsi na ushabiki ulivyotawala kizazi hiki kipya.
Jambo la tatu: nimejiuliza hivi inakuwaje sera inaonesha kuwa mtu atalipiwa mkopo kwa makundi kulingana na uwezo wa kifamilia na historia ya mwanafunzi. Hivi kama mtu ni mtoto wa tajiri, kigogo na hata mafisadi mwenye uwezo wake mwenyewe kujilipia analipiwa na bodi asilimia mia moja. Mtu huyu amejaza fomu ya mkopo kwa taarifa za uwongo kuanzia ngazi ya kijiji kwa mtendaji wa kijiji kumjazia baada ya kulipwa hongo. Mtu huyu huyu anajulikana na wanafunzi wenzake lakini hata siku moja hatusikii majina ya watu hawa yakifikishwa kwenye vyombo vya sheria. Vijana wanabaki kulalamika tu lakini hawatoi majina ambayo yangefanyiwa uchunguzi na wanaohusika waadhibiwe. Hili ni tatizo la jamii kulinda maovu, au kuwa na jamii yenye kuogopa kutoa habari za maovu kwa kukosa dhamira safi ya kuishi maisha safi kimaadili. Haiwezekani mtu anapiga kelele kuna watuhumiwa kibao lakini hatoi taarifa za watuhumiwa.
Nadhani pamoja na migomo kuwa na uhalali, tufike mahali tuamue kupenda ukweli wa kimaadili la sivyo tutagoma na kupoteza muda bila sababu. Kama jamii ya wanafunzi ikiamua kuwa watu wakweli kama vile wasomi wanavyotakiwa kuwa, basi naamini hili tatizo la watoto wa matajiri kulipiwa mikopo mikubwa wasiyostahili halitakuwepo. Unapogoma kuilazimisha serikali iwabane watoto wa matajiri wasipate mkopo wasiostahili alafu hauwataji, unataka serikali ifanye nini? Tujenge tabia ya kutaja uovu. Tabia hii ndio inayoua nchi yetu na hakuna shaka kwa kizazi hiki kipya, ule mhimili mzima wa kimaadili wa kitaifa unamomonyoka kwa tabia ya watu kupenda kulalamika bila kuwa na majibu yenye mantiki. Asilimia mia moja si jibu sahihi, ila kufuata maadili mema (prudence) kutatusaidia.
Jambo la nne, kwa hali ilivyo mtizamo wan chi yetu eti kwa kuwa wazee wetu walisomeshwa bure na Nyerere basi ni haki kwa vijana wa leo wasome kwa mikopo ya asilimia mia moja. Hii inanipa wasiwasi kama kweli vijana wetu watarudisha mkopo huu. Kwanini wanajenga hoja hii ambayo ni ya mkopo na kuifananisha na kusoma bure kwa wazazi wao? Kimantiki, wanatumia hoja ya “deduction” kwa kuegemea matokeo ya tukio la kwanza basi na linalofuata nalo liende kwa muelekeo huo huo. Wanasahau historia inabadilika, utekelezaji wa mambo mbalimbali unabadilika, mifumo ya kidunia (World Order) nayo inabadilika, n.k.
Naamini umefika wakati kwa watanzania kwa ujumla wao kutambua ilivyo gharama kusomesha watoto wao na hii habari ya kujizalia bila mpango na bila kuzingatia kipato kwa dunia ya leo ni kuzalisha jamii ambayo itachanganyikiwa na changamoto za kisasa. Kama wewe ni masikini basi kuwa na watoto wachache utakaowamudu kwani sidhani kama kweli tuko katika kipindi ambacho serikali itafanya kila kitu ambacho ni wajibu wa mzazi kwa asilimia mia moja. Serikali isaidie mayatima na watu wa makundi maalum tu.
Mwisho nimeshangazwa kuna vijana wengine wamegoma eti ratiba ya mitihani ibadilishwe. Kuna hatari vijana wetu ni wavivu sana na wanataka kila kitu kifanywe watakavyo. Tusipoangalia ndio hawahawa watakuja kuondoa hata baadhi ya masomo ama kozi kadhaa kwa kisingizio ni ngumu. Ni kizazi kisichozingatia muda wala taratibu. (Laissez Faire). Siamini eti kwa elimu ya Chuo Kikuu kufanya mitihani miwili kwa siku kutachangia mwanafunzi kufeli. Kama ni hivyo basi kuna hatari juu ya upokeaji mafunzo kwa wasomi wetu wapya.
Pamoja na uwezekano mkubwa wa mapungufu kwa migomo hii ya wanafunzi, jambo moja la msingi kwa kizazi cha sasa kufanya ni kufanya utafiti wa kina wakati wa kuandaa madai. Kama utafiti wa kina umefanyika ama ulifanyika basi hii serikali kutoa kauli isiwe ndio mwisho wa madai. Ni lazima waje na mkakati wa kuendeleza madai ambao ni imara wenye mbinyo(pressure) na hamasa (vitality) inayoambatana na utambuzi halisi wa kile wanachokidai. Si kuja na madai nusunusu ambapo hata majina ya wale wote wanaofaidika na mikopo hawako tayari kuyatoa. Bila haya niliyoyataja, nadhani kwa mtu makini inakuwa vigumu kushawishika kuwaunga mkono na hata kuwaamini vijana wa vyuo vikuu.
Kwa kumalizia, nina wasiwasi kama vijana wetu vyuo vikuu wanajifunza namna ya kufikiri kimantiki. Ipo haja somo la mantiki (logic) na hata maadili (morality) lifunzwe kwa wanafunzi wote. La sivyo tutaendelea kushuhudia aibu hii ya matumizi mabaya ya fikra.

MAWAZIRI WAANDAMIZI WATUHUMIWA UFISADI KUTOKA KILIMANJARO
Hatimaye JK kaanza kuonesha kuwa hacheki na kima. Jamaa anaanza kutupelekea mahakamani watuhumiwa mawaziri waandamizi katika wizi na kukuza umasikini Tanzania. Pichani juu ni mawaziri Daniel Yona na Bazil Pesambili Mramba ambao leo wamefikishwa kizimbani.
Wamesomewa mashtaka ya kufanya maamuzi bila kujali maslahi ya nchi na wanatakiwa watoe dhamana ya shilingi Bilioni 3.9 kila mmoja. Je watatoa dhamana hiyo?

TANZANIA KATIKA MGONGANO WA KIFIKRA (1)
Je fikra kongwe zinatufaa?
Mwaka huu nchi yetu imeshuhudia ongezekao kubwa la migomo katika sekta na hata rika mbalimbali za raia: kuanzia watoto, watu wazima na hata wazee. Sidhani ni kawaida kwa watoto kugoma kudai haki zao ila kwa yanayotokea basi ni wazi kuna tatizo katika utawala na mfumo mzima wa maisha ya watanzania.
Labda nieleze kimtizamo binafsi jinsi ambavyo naamini nchi yetu sasa imepotea njia na kuna watu makini fulani ambao wameamua kusitisha hii hali ya bora liende. Kama raia na mtanzania ninayefuatilia mabadiliko kadhaa kadri yanavyotokea kwa miongo kadhaa, nathubutu kusema kuwa kwa sasa tumefikia wakati muafaka wa mabadiliko (turning point).
Tangu Tanzania ipate uhuru wake mwaka 1961, nchi yetu imeongozwa na kizazi cha wananchi ambao wengi wao sasa ni wazee na wanakaribia kukosa nguvu za kufanya kazi kwa umakini. Nchi yetu kwa ujumla bado haijatoka mikononi mwa viongozi waliopigania uhuru wa nchi yetu wala bado haijatoka mikononi mwa wale wote waliokuwa ndio vijana wakati wa uhuru. Hapa nazungumzia raia wenye umri wa kuanzia miaka hamsini na kuendelea.
Ni kwa mtizamo huo ndio maana nchi yetu imechoka kifikra na ni wakati wa kizazi ambacho si cha uhuru kuichukua nchi na kuipeleka na kuiongoza kwa kuzingatia mahitaji ya wakati. Kwani ni wazi kuwa kwa sasa bado nchi yetu iko katika lepe la usingizi kutokana na kuongozwa na sera, mitizamo na falsafa za kizamani zisizozingatia alama za nyakati. Ninapoona vijana wa vyuo vikuu wanagoma karibu nchi nzima kwa madai ya kutaka serikali yao iwakopeshe fedha za masomo kwa asilimia mia moja lakini wanaonekana ni wakosaji basi ninapata picha kuwa viongozi wetu wamedumaa kifikra.
Kuduma huku kifikra kunaweza kukaelezewa katika mitizamo hii:
Moja, viongozi wetu, inawezekana kabisa mawaziri husika wanadhani kwa kijana mtu mzima wa leo inamuingia akilini eti kuambiwa kuwa serikali haiwezi kusomesha kwa kuwakopesha vijana ili wapate elimu atakuelewa? Mimi binafsi siamini kuwa haiwezekani ila kwasababu viongozi wetu kutokana na mtizamo wa kizazi chao, kwao fedha za umma ni kwa ajili ya kulipana posho, kununua magari ya kifahari yasiyo na ulazima, kufanya starehe na vimwana na mambo mengine mengi yasiyo na maslahi kwa nchi kwa ujumla wake.
Pili, kizazi cha viongozi wetu, yaani wale ambao ni sawa na wazazi wangu wana tatizo kubwa sana la kutopenda mabadiliko. Wako katika kutekeleza ndoto zao za utotoni ambapo inawezekana yale ambayo walikuwa wameyapanga kufanya ukubwani ni lazima wayatimize bila kuzingatia nyakati. Ni wazi, kizazi cha viongozi tulionao hapa Tanzania kwa leo wengi wao si watu wanaojali “KUFIKIRI” yaani matumizi ya akili na ubongo katika kila jambo wanalofanya. Kwao mtu ukifikiri (reasoning) basi hutaweza kuishi kwa raha kwani kwao matakwa ya utashi wa mtu binafsi ama kikundi ndio jambo la msingi zaidi. Kwao mtizamo wa majumuisho (inclusive) haupo kabisa na ndio maana unaona hata wanadiriki kufunga vyuo badala ya kutatua tatizo kwa majadiliano kwa kuzingatia (due process) ambapo pande zote mbili zitasikilizana na kila upande upate keki yake.
Tatu, kizazi cha viongozi wetu kina tatizo la wengi wa viongozi kutokuwa na sifa kabisa za kuwa viongozi wa jamii ya kisasa. Wengi wao hawakuwahi kupata elimu iliyokamilika; yaani walipikika nusu (half cooked), na ndio maana kwao kuwa kiongozi si utumishi bali ni ubabe. Kwao kiongozi lazima awe na nguvu za kutisha ili aweze kutekeleza majukumu yake. Hii yote inasababishwa na wengi wao walisomea uongozi katika zile enzi za ukomunisti na ujamaa ambapo kiongozi alifundwa kuwa kama Mfalme. Kwao kiongozi anapozungumza basi ni amri, hapewi wazo mbadala, hakubali changamoto wala hawana muda wa kuzingatia hoja za upande mwingine. Kwao hoja zao ndio mwisho. Ni tatizo kubwa sana na ndio maana utaona haya mamigomo yanaongezeka kila kukicha.
Nne, viongozi wetu tulionao leo wengi wao hawana tabia ya uwazi (transparency). Yaani kwao kila kitu kinachohusu umma ni siri ya ofisi. Mambo ya umma hasa yanayogusa masuala ya fedha hayashirikishi wananchi wala wadau. Ni siri ya ofisi na ndio maana hata sasa utawasikia wakisema kuwa serikali haina fedha za kuwakopesha vijana ili wasome kama wao walivyosoma bure enzi zao.
Tano, viongozi wengi tulionao si watu wanaoendesha mambo kwa kupanga (planning) na ndio maana hata kwenye uongozi hakuna mipango thabiti ambayo inazingatia jamii kwa tija tarajiwa. Mambo ni bora liende; nitoe mfano tu wa familia za baadhi ya mabwana zetu hawa: wengi wao wana familia kubwa sana ambazo ni mzigo sana kwao. Hapa nazungumzia mke zaidi ya mmoja pamoja na vimada pamoja na ndugu wa karibu (extended family).
Njia pekee kwao kuhakikisha watoto wao wanasoma na kuajiriwa ni kufanya ufisadi wa kila aina ili waweze kumudu matunzo ya watoto wao wengi pamoja na wake zao pamoja na vimada kibao maofisini mwao. Utaona moja kwa moja viongozi wetu wana shinikizo la kifamilia ambalo limebinya akili zao katika kuwatumikia wanachi inavyotarajiwa. Yote hii wataalam wanaita “Poor Planning” ambayo inaanzia majumbani mwao na kuhamia kule wanakokutumikia.
Unapoona migomo inaongezeka basi ujue kuwa tatizo lingine ni serikali kujaza watendaji wasiokuwa na sifa za kitaaluma katika taasisi na idara zake. Kwa mfano, kwanini walimu wanadai madai yao ya muda mrefu? Jibu ni kuwa uhakiki unaendelea. Mimi nashangaa hivi kama kweli walimu wote wa serikali wameajiriwa na orodha na taarifa zao zimehifadhiwa katika mfumo wa kompyuta, kwanini tupate shida kuwahakiki? Ina maana huko wanakohakikiwa, kazi zinafanyika bora liende? Inakuwaje tusubiri mpaka watu wagome ndio tuanze kugundua mapungufu?
Yote hii ni kuwa hizo idara za uhakiki zipo lakini hazifanyi kazi. Na kwa kuongezea, kuna walimu wengi ambao ni marehemu ama waliacha kazi lakini bado wanaendelea kulipwa. Ninaamini kwa kizazi cha viongozi tulionao ambao wao kupendeleana na kuendesha mambo kwa kulindana ndio jadi yao, basi inawezekana kabisa fedha nyingi zinalipa watu hewa kama wafanyakazi halali. Hizi ni fedha ambazo zingeweza kupelekwa kulipa walimu na hata wanafunzi wanaoomba asilimia mia moja ya mikopo.
Liko tatizo kuu ambalo naweza kusema ndio kiini cha ukihiyo wa wengi wa viongozi wetu ambao wengine wana elimu kubwa sana lakini wameshindwa kuitumia. Hapa kuna mambo mawili:
La kwanza ni siasa, ambapo kwa kizazi cha viongozi tulichonacho leo hii kwao maisha hayana maana au hayawezi kuendelea kama Chama Chao kinakosolewa. Hapa nazungumzia hata baadhi ya viongozi wa vyama vya upinzani mkondo ni uleule kama wataingia madarakani. Kwao chama ni chombo kisafi na hakijawahi kuchafuka. Kwao chama lazima kitetewe kwa hali yoyote ile kwani ndio chombo kinacholinda maisha yao. Kwao masuala muhimu ya nchi lazima yazingatie mtizamo wa mteuliwa kwa chama cha siasa. Hata kama mteuliwa ni mbumbumbu maadam anaunga mkono chama chao basi atapewa hata nafasi ambayo ni zaidi ya mteuliwa. Viongozi hawa pia ajira huzingatia urafiki, undugu, uswahiba na mara nyingi tu ni watu wanaotumia ngono katika kuajiri na kuwapa vyeo akina mama. Yaani viongozi wetu wengi imani kuwa Uongozi ni Utumishi kwa Umma ni kiini macho. Kwa viongozi hawa, kwao maslahi ya Chama ni muhimu kuliko Taifa na Umma kwa ujumla wao.
Ni katika mtizamo huu ndio maana sishangai kila panapotokea uchaguzi utawaona wanalazimisha mbinu chafu ili washinde uchaguzi hata kwa kutumia vyombo vya usalama. Na kwasababu hata vyombo vya usalama vimejaa wateule baadhi ambao ni mbumbumbu ila tu mashiko ya chama ndio mbele basi huwatumikia na matokeo yake Taifa linaendelea kubaki kwenye migogoro na migomo isiyokwisha. Viongozi wa aina hii ni wengi sana serikalini na hata ukisema leo tufanye uhakiki wav yeti vyao vya elimu katika ngazi mbalimbali utashangaa hawatakubali manake itashangaza.
Jambo la pili ni kupenda demokrasia ya tumboni (democracy of the belly) ambapo kwao wanachowaza ni fedha tu hata kama hamna tija. Kwa maana nyingine hawa ni wabinafsi sana, wanajipenda kupita kiasi. Ndio maana utashangaa wanakataa watoto wa masikini wasipate mkopo wa asilimia mia moja lakini watoto wao inawezekana kabisa wanasomeshwa kwa asilimia mia moja tena na fedha za umma kwa njia ya mlango wa nyuma. La kushangaza zaidi wengi wa viongozi wetu wanajua tiba ya matatizo ya migomo leo hii lakini kwa makusudi kabisa hawataki kuleta mabadiliko. Wanajua kuwa chakula chao kitapungua na kamwe hawatakubali sera ya mikopo ibadilishwe.
Mwisho, baada ya kuona aina ya viongozi tulionao hapo juu kama tatizo la nchi yetu ni wazi kuwa vijana wana nafasi ya pekee kuhakikisha wanalazimisha mabadiliko. Lazima vijana wasimame imara kuhakikisha kuwa serikali inabadili sera yake ya mikopo kwa elimu ya juu. Kama vijana watashindwa kwa hili basi nasema kabisa kuwa hii ni nafasi ya pekee ambayo haipaswi kuachwa la sivyo itakuwa “Missing opportunity” ambayo haitakaa ijirudie tena.
Ni wakati wa kuwafanya viongozi wetu waelewe kuwa kisingizio cha serikali haina fedha hakina mashiko tena. Ikiwezekana muwashauri waondoe bajeti ya mambo mengi ambayo hayana msingi yanayotumia fedha nyingi bila sababu za msingi. Msipofanya hili mjue Taifa letu litaangamia kabisa na mtawapa mwanya mwingine wa kuwaruhusu baadhi ya viongozi wetu kuendelea kufuja mali za umma wao na familia pamoja na marafiki zao.
Taifa liko kwenye mgongano wa kifikra: yaani kati ya Fikra kongwe za wale wote wenye umri wa miaka hamsini na kuendelea wakisigishana na Fikra mpya za wote walio chini ya umri wa miaka hamsini. Wengi wa viongozi wetu, kwa umri wao hawajatimiza ndoto zao za utotoni sasa ndio maana utaona wanafuja. Wengi wao elimu yao ni wasiwasi sana na ndio maana utaona wanaweka mbele sana masuala ya kuwa na vyeo pasipo elimu stahili inayoendana na mabadiliko ya dunia ya kileo. Katika hali hii nategemea vijana waongeze mbinyo la sivyo hawa jamaa wametuteka sisi wengine kama jamii.
Ili tusiendelee kuwa mateka wa watu wachache ndani ya Taifa huru, natoa rai kuwa vijana wote pamoja na wazee wote wenye mapenzi mema kwa Taifa letu wahakikishe wanaweka mbinyo (pressure) ili kuhakikisha nchi yetu haiendi kuzimu. Migomo iendelee kama viongozi wetu wataendeleza vitisho badala ya kushirikisha wadau pale panatokea hali ya sintofahamu katika masuala mbalimbali.
Je fikra kongwe zinatufaa?
Mwaka huu nchi yetu imeshuhudia ongezekao kubwa la migomo katika sekta na hata rika mbalimbali za raia: kuanzia watoto, watu wazima na hata wazee. Sidhani ni kawaida kwa watoto kugoma kudai haki zao ila kwa yanayotokea basi ni wazi kuna tatizo katika utawala na mfumo mzima wa maisha ya watanzania.
Labda nieleze kimtizamo binafsi jinsi ambavyo naamini nchi yetu sasa imepotea njia na kuna watu makini fulani ambao wameamua kusitisha hii hali ya bora liende. Kama raia na mtanzania ninayefuatilia mabadiliko kadhaa kadri yanavyotokea kwa miongo kadhaa, nathubutu kusema kuwa kwa sasa tumefikia wakati muafaka wa mabadiliko (turning point).
Tangu Tanzania ipate uhuru wake mwaka 1961, nchi yetu imeongozwa na kizazi cha wananchi ambao wengi wao sasa ni wazee na wanakaribia kukosa nguvu za kufanya kazi kwa umakini. Nchi yetu kwa ujumla bado haijatoka mikononi mwa viongozi waliopigania uhuru wa nchi yetu wala bado haijatoka mikononi mwa wale wote waliokuwa ndio vijana wakati wa uhuru. Hapa nazungumzia raia wenye umri wa kuanzia miaka hamsini na kuendelea.
Ni kwa mtizamo huo ndio maana nchi yetu imechoka kifikra na ni wakati wa kizazi ambacho si cha uhuru kuichukua nchi na kuipeleka na kuiongoza kwa kuzingatia mahitaji ya wakati. Kwani ni wazi kuwa kwa sasa bado nchi yetu iko katika lepe la usingizi kutokana na kuongozwa na sera, mitizamo na falsafa za kizamani zisizozingatia alama za nyakati. Ninapoona vijana wa vyuo vikuu wanagoma karibu nchi nzima kwa madai ya kutaka serikali yao iwakopeshe fedha za masomo kwa asilimia mia moja lakini wanaonekana ni wakosaji basi ninapata picha kuwa viongozi wetu wamedumaa kifikra.
Kuduma huku kifikra kunaweza kukaelezewa katika mitizamo hii:
Moja, viongozi wetu, inawezekana kabisa mawaziri husika wanadhani kwa kijana mtu mzima wa leo inamuingia akilini eti kuambiwa kuwa serikali haiwezi kusomesha kwa kuwakopesha vijana ili wapate elimu atakuelewa? Mimi binafsi siamini kuwa haiwezekani ila kwasababu viongozi wetu kutokana na mtizamo wa kizazi chao, kwao fedha za umma ni kwa ajili ya kulipana posho, kununua magari ya kifahari yasiyo na ulazima, kufanya starehe na vimwana na mambo mengine mengi yasiyo na maslahi kwa nchi kwa ujumla wake.
Pili, kizazi cha viongozi wetu, yaani wale ambao ni sawa na wazazi wangu wana tatizo kubwa sana la kutopenda mabadiliko. Wako katika kutekeleza ndoto zao za utotoni ambapo inawezekana yale ambayo walikuwa wameyapanga kufanya ukubwani ni lazima wayatimize bila kuzingatia nyakati. Ni wazi, kizazi cha viongozi tulionao hapa Tanzania kwa leo wengi wao si watu wanaojali “KUFIKIRI” yaani matumizi ya akili na ubongo katika kila jambo wanalofanya. Kwao mtu ukifikiri (reasoning) basi hutaweza kuishi kwa raha kwani kwao matakwa ya utashi wa mtu binafsi ama kikundi ndio jambo la msingi zaidi. Kwao mtizamo wa majumuisho (inclusive) haupo kabisa na ndio maana unaona hata wanadiriki kufunga vyuo badala ya kutatua tatizo kwa majadiliano kwa kuzingatia (due process) ambapo pande zote mbili zitasikilizana na kila upande upate keki yake.
Tatu, kizazi cha viongozi wetu kina tatizo la wengi wa viongozi kutokuwa na sifa kabisa za kuwa viongozi wa jamii ya kisasa. Wengi wao hawakuwahi kupata elimu iliyokamilika; yaani walipikika nusu (half cooked), na ndio maana kwao kuwa kiongozi si utumishi bali ni ubabe. Kwao kiongozi lazima awe na nguvu za kutisha ili aweze kutekeleza majukumu yake. Hii yote inasababishwa na wengi wao walisomea uongozi katika zile enzi za ukomunisti na ujamaa ambapo kiongozi alifundwa kuwa kama Mfalme. Kwao kiongozi anapozungumza basi ni amri, hapewi wazo mbadala, hakubali changamoto wala hawana muda wa kuzingatia hoja za upande mwingine. Kwao hoja zao ndio mwisho. Ni tatizo kubwa sana na ndio maana utaona haya mamigomo yanaongezeka kila kukicha.
Nne, viongozi wetu tulionao leo wengi wao hawana tabia ya uwazi (transparency). Yaani kwao kila kitu kinachohusu umma ni siri ya ofisi. Mambo ya umma hasa yanayogusa masuala ya fedha hayashirikishi wananchi wala wadau. Ni siri ya ofisi na ndio maana hata sasa utawasikia wakisema kuwa serikali haina fedha za kuwakopesha vijana ili wasome kama wao walivyosoma bure enzi zao.
Tano, viongozi wengi tulionao si watu wanaoendesha mambo kwa kupanga (planning) na ndio maana hata kwenye uongozi hakuna mipango thabiti ambayo inazingatia jamii kwa tija tarajiwa. Mambo ni bora liende; nitoe mfano tu wa familia za baadhi ya mabwana zetu hawa: wengi wao wana familia kubwa sana ambazo ni mzigo sana kwao. Hapa nazungumzia mke zaidi ya mmoja pamoja na vimada pamoja na ndugu wa karibu (extended family).
Njia pekee kwao kuhakikisha watoto wao wanasoma na kuajiriwa ni kufanya ufisadi wa kila aina ili waweze kumudu matunzo ya watoto wao wengi pamoja na wake zao pamoja na vimada kibao maofisini mwao. Utaona moja kwa moja viongozi wetu wana shinikizo la kifamilia ambalo limebinya akili zao katika kuwatumikia wanachi inavyotarajiwa. Yote hii wataalam wanaita “Poor Planning” ambayo inaanzia majumbani mwao na kuhamia kule wanakokutumikia.
Unapoona migomo inaongezeka basi ujue kuwa tatizo lingine ni serikali kujaza watendaji wasiokuwa na sifa za kitaaluma katika taasisi na idara zake. Kwa mfano, kwanini walimu wanadai madai yao ya muda mrefu? Jibu ni kuwa uhakiki unaendelea. Mimi nashangaa hivi kama kweli walimu wote wa serikali wameajiriwa na orodha na taarifa zao zimehifadhiwa katika mfumo wa kompyuta, kwanini tupate shida kuwahakiki? Ina maana huko wanakohakikiwa, kazi zinafanyika bora liende? Inakuwaje tusubiri mpaka watu wagome ndio tuanze kugundua mapungufu?
Yote hii ni kuwa hizo idara za uhakiki zipo lakini hazifanyi kazi. Na kwa kuongezea, kuna walimu wengi ambao ni marehemu ama waliacha kazi lakini bado wanaendelea kulipwa. Ninaamini kwa kizazi cha viongozi tulionao ambao wao kupendeleana na kuendesha mambo kwa kulindana ndio jadi yao, basi inawezekana kabisa fedha nyingi zinalipa watu hewa kama wafanyakazi halali. Hizi ni fedha ambazo zingeweza kupelekwa kulipa walimu na hata wanafunzi wanaoomba asilimia mia moja ya mikopo.
Liko tatizo kuu ambalo naweza kusema ndio kiini cha ukihiyo wa wengi wa viongozi wetu ambao wengine wana elimu kubwa sana lakini wameshindwa kuitumia. Hapa kuna mambo mawili:
La kwanza ni siasa, ambapo kwa kizazi cha viongozi tulichonacho leo hii kwao maisha hayana maana au hayawezi kuendelea kama Chama Chao kinakosolewa. Hapa nazungumzia hata baadhi ya viongozi wa vyama vya upinzani mkondo ni uleule kama wataingia madarakani. Kwao chama ni chombo kisafi na hakijawahi kuchafuka. Kwao chama lazima kitetewe kwa hali yoyote ile kwani ndio chombo kinacholinda maisha yao. Kwao masuala muhimu ya nchi lazima yazingatie mtizamo wa mteuliwa kwa chama cha siasa. Hata kama mteuliwa ni mbumbumbu maadam anaunga mkono chama chao basi atapewa hata nafasi ambayo ni zaidi ya mteuliwa. Viongozi hawa pia ajira huzingatia urafiki, undugu, uswahiba na mara nyingi tu ni watu wanaotumia ngono katika kuajiri na kuwapa vyeo akina mama. Yaani viongozi wetu wengi imani kuwa Uongozi ni Utumishi kwa Umma ni kiini macho. Kwa viongozi hawa, kwao maslahi ya Chama ni muhimu kuliko Taifa na Umma kwa ujumla wao.
Ni katika mtizamo huu ndio maana sishangai kila panapotokea uchaguzi utawaona wanalazimisha mbinu chafu ili washinde uchaguzi hata kwa kutumia vyombo vya usalama. Na kwasababu hata vyombo vya usalama vimejaa wateule baadhi ambao ni mbumbumbu ila tu mashiko ya chama ndio mbele basi huwatumikia na matokeo yake Taifa linaendelea kubaki kwenye migogoro na migomo isiyokwisha. Viongozi wa aina hii ni wengi sana serikalini na hata ukisema leo tufanye uhakiki wav yeti vyao vya elimu katika ngazi mbalimbali utashangaa hawatakubali manake itashangaza.
Jambo la pili ni kupenda demokrasia ya tumboni (democracy of the belly) ambapo kwao wanachowaza ni fedha tu hata kama hamna tija. Kwa maana nyingine hawa ni wabinafsi sana, wanajipenda kupita kiasi. Ndio maana utashangaa wanakataa watoto wa masikini wasipate mkopo wa asilimia mia moja lakini watoto wao inawezekana kabisa wanasomeshwa kwa asilimia mia moja tena na fedha za umma kwa njia ya mlango wa nyuma. La kushangaza zaidi wengi wa viongozi wetu wanajua tiba ya matatizo ya migomo leo hii lakini kwa makusudi kabisa hawataki kuleta mabadiliko. Wanajua kuwa chakula chao kitapungua na kamwe hawatakubali sera ya mikopo ibadilishwe.
Mwisho, baada ya kuona aina ya viongozi tulionao hapo juu kama tatizo la nchi yetu ni wazi kuwa vijana wana nafasi ya pekee kuhakikisha wanalazimisha mabadiliko. Lazima vijana wasimame imara kuhakikisha kuwa serikali inabadili sera yake ya mikopo kwa elimu ya juu. Kama vijana watashindwa kwa hili basi nasema kabisa kuwa hii ni nafasi ya pekee ambayo haipaswi kuachwa la sivyo itakuwa “Missing opportunity” ambayo haitakaa ijirudie tena.
Ni wakati wa kuwafanya viongozi wetu waelewe kuwa kisingizio cha serikali haina fedha hakina mashiko tena. Ikiwezekana muwashauri waondoe bajeti ya mambo mengi ambayo hayana msingi yanayotumia fedha nyingi bila sababu za msingi. Msipofanya hili mjue Taifa letu litaangamia kabisa na mtawapa mwanya mwingine wa kuwaruhusu baadhi ya viongozi wetu kuendelea kufuja mali za umma wao na familia pamoja na marafiki zao.
Taifa liko kwenye mgongano wa kifikra: yaani kati ya Fikra kongwe za wale wote wenye umri wa miaka hamsini na kuendelea wakisigishana na Fikra mpya za wote walio chini ya umri wa miaka hamsini. Wengi wa viongozi wetu, kwa umri wao hawajatimiza ndoto zao za utotoni sasa ndio maana utaona wanafuja. Wengi wao elimu yao ni wasiwasi sana na ndio maana utaona wanaweka mbele sana masuala ya kuwa na vyeo pasipo elimu stahili inayoendana na mabadiliko ya dunia ya kileo. Katika hali hii nategemea vijana waongeze mbinyo la sivyo hawa jamaa wametuteka sisi wengine kama jamii.

If there is anyone out there who still doubts that America is a place where all things are possible, who still wonders if the dream of our founders is alive in our time, who still questions the power of our democracy, tonight is your answer.
It's the answer told by lines that stretched around schools and churches in numbers this nation has never seen, by people who waited three hours and four hours, many for the first time in their lives, because they believed that this time must be different, that their voices could be that difference.
It's the answer spoken by young and old, rich and poor, Democrat and Republican, black, white, Hispanic, Asian, Native American, gay, straight, disabled and not disabled. Americans who sent a message to the world that we have never been just a collection of individuals or a collection of red states and blue states.
We are, and always will be, the United States of America.
It's the answer that led those who've been told for so long by so many to be cynical and fearful and doubtful about what we can achieve to put their hands on the arc of history and bend it once more toward the hope of a better day.
It's been a long time coming, but tonight, because of what we did on this date in this election at this defining moment change has come to America.
A little bit earlier this evening, I received an extraordinarily gracious call from Sen. McCain.
Sen. McCain fought long and hard in this campaign. And he's fought even longer and harder for the country that he loves. He has endured sacrifices for America that most of us cannot begin to imagine. We are better off for the service rendered by this brave and selfless leader.
I congratulate him; I congratulate Gov. Palin for all that they've achieved. And I look forward to working with them to renew this nation's promise in the months ahead.
I want to thank my partner in this journey, a man who campaigned from his heart, and spoke for the men and women he grew up with on the streets of Scranton and rode with on the train home to Delaware, the vice president-elect of the United States, Joe Biden.
And I would not be standing here tonight without the unyielding support of my best friend for the last 16 years the rock of our family, the love of my life, the nation's next first lady Michelle Obama.
Sasha and Malia I love you both more than you can imagine. And you have earned the new puppy that's coming with us to the new White House.
And while she's no longer with us, I know my grandmother's watching, along with the family that made me who I am. I miss them tonight. I know that my debt to them is beyond measure.

I was never the likeliest candidate for this office. We didn't start with much money or many endorsements. Our campaign was not hatched in the halls of Washington. It began in the backyards of Des Moines and the living rooms of Concord and the front porches of Charleston. It was built by working men and women who dug into what little savings they had to give $5 and $10 and $20 to the cause.
It grew strength from the young people who rejected the myth of their generation's apathy who left their homes and their families for jobs that offered little pay and less sleep.
It drew strength from the not-so-young people who braved the bitter cold and scorching heat to knock on doors of perfect strangers, and from the millions of Americans who volunteered and organized and proved that more than two centuries later a government of the people, by the people, and for the people has not perished from the Earth.
This is your victory.
And I know you didn't do this just to win an election. And I know you didn't do it for me.
You did it because you understand the enormity of the task that lies ahead. For even as we celebrate tonight, we know the challenges that tomorrow will bring are the greatest of our lifetime -- two wars, a planet in peril, the worst financial crisis in a century.
Even as we stand here tonight, we know there are brave Americans waking up in the deserts of Iraq and the mountains of Afghanistan to risk their lives for us.
There are mothers and fathers who will lie awake after the children fall asleep and wonder how they'll make the mortgage or pay their doctors' bills or save enough for their child's college education.
There's new energy to harness, new jobs to be created, new schools to build, and threats to meet, alliances to repair.
The road ahead will be long. Our climb will be steep. We may not get there in one year or even in one term. But, America, I have never been more hopeful than I am tonight that we will get there.
I promise you, we as a people will get there.
There will be setbacks and false starts. There are many who won't agree with every decision or policy I make as president. And we know the government can't solve every problem.
But I will always be honest with you about the challenges we face. I will listen to you, especially when we disagree. And, above all, I will ask you to join in the work of remaking this nation, the only way it's been done in America for 221 years -- block by block, brick by brick, calloused hand by calloused hand.
What began 21 months ago in the depths of winter cannot end on this autumn night.
This victory alone is not the change we seek. It is only the chance for us to make that change. And that cannot happen if we go back to the way things were.
It can't happen without you, without a new spirit of service, a new spirit of sacrifice.
So let us summon a new spirit of patriotism, of responsibility, where each of us resolves to pitch in and work harder and look after not only ourselves but each other.
Let us remember that, if this financial crisis taught us anything, it's that we cannot have a thriving Wall Street while Main Street suffers.
In this country, we rise or fall as one nation, as one people. Let's resist the temptation to fall back on the same partisanship and pettiness and immaturity that has poisoned our politics for so long.
Let's remember that it was a man from this state who first carried the banner of the Republican Party to the White House, a party founded on the values of self-reliance and individual liberty and national unity.
Those are values that we all share. And while the Democratic Party has won a great victory tonight, we do so with a measure of humility and determination to heal the divides that have held back our progress.
As Lincoln said to a nation far more divided than ours, we are not enemies but friends. Though passion may have strained, it must not break our bonds of affection.
And to those Americans whose support I have yet to earn, I may not have won your vote tonight, but I hear your voices. I need your help. And I will be your president, too.
And to all those watching tonight from beyond our shores, from parliaments and palaces, to those who are huddled around radios in the forgotten corners of the world, our stories are singular, but our destiny is shared, and a new dawn of American leadership is at hand.
To those -- to those who would tear the world down: We will defeat you. To those who seek peace and security: We support you. And to all those who have wondered if America's beacon still burns as bright: Tonight we proved once more that the true strength of our nation comes not from the might of our arms or the scale of our wealth, but from the enduring power of our ideals: democracy, liberty, opportunity and unyielding hope.
That's the true genius of America: that America can change. Our union can be perfected. What we've already achieved gives us hope for what we can and must achieve tomorrow.
This election had many firsts and many stories that will be told for generations. But one that's on my mind tonight's about a woman who cast her ballot in Atlanta. She's a lot like the millions of others who stood in line to make their voice heard in this election except for one thing: Ann Nixon Cooper is 106 years old.
She was born just a generation past slavery; a time when there were no cars on the road or planes in the sky; when someone like her couldn't vote for two reasons -- because she was a woman and because of the color of her skin.
And tonight, I think about all that she's seen throughout her century in America -- the heartache and the hope; the struggle and the progress; the times we were told that we can't, and the people who pressed on with that American creed: Yes we can.
At a time when women's voices were silenced and their hopes dismissed, she lived to see them stand up and speak out and reach for the ballot. Yes we can.
When there was despair in the dust bowl and depression across the land, she saw a nation conquer fear itself with a New Deal, new jobs, a new sense of common purpose. Yes we can.
When the bombs fell on our harbor and tyranny threatened the world, she was there to witness a generation rise to greatness and a democracy was saved. Yes we can.
She was there for the buses in Montgomery, the hoses in Birmingham, a bridge in Selma, and a preacher from Atlanta who told a people that "We Shall Overcome." Yes we can.
A man touched down on the moon, a wall came down in Berlin, a world was connected by our own science and imagination.
And this year, in this election, she touched her finger to a screen, and cast her vote, because after 106 years in America, through the best of times and the darkest of hours, she knows how America can change.
Yes we can.
America, we have come so far. We have seen so much. But there is so much more to do. So tonight, let us ask ourselves -- if our children should live to see the next century; if my daughters should be so lucky to live as long as Ann Nixon Cooper, what change will they see? What progress will we have made?
This is our chance to answer that call. This is our moment.

And I would not be standing here tonight without the unyielding support of my best friend for the last 16 years the rock of our family, the love of my life, the nation's next first lady Michelle Obama.
Sasha and Malia I love you both more than you can imagine. And you have earned the new puppy that's coming with us to the new White House.
And while she's no longer with us, I know my grandmother's watching, along with the family that made me who I am. I miss them tonight. I know that my debt to them is beyond measure.
To my sister Maya, my sister Alma, all my other brothers and sisters, thank you so much for all the support that you've given me. I am grateful to them.
And to my campaign manager, David Plouffe, the unsung hero of this campaign, who built the best -- the best political campaign, I think, in the history of the United States of America.
To my chief strategist David Axelrod who's been a partner with me every step of the way.
To the best campaign team ever assembled in the history of politics you made this happen, and I am forever grateful for what you've sacrificed to get it done.
But above all, I will never forget who this victory truly belongs to. It belongs to you. It belongs to you.
I was never the likeliest candidate for this office. We didn't start with much money or many endorsements. Our campaign was not hatched in the halls of Washington. It began in the backyards of Des Moines and the living rooms of Concord and the front porches of Charleston. It was built by working men and women who dug into what little savings they had to give $5 and $10 and $20 to the cause.
It grew strength from the young people who rejected the myth of their generation's apathy who left their homes and their families for jobs that offered little pay and less sleep.
It drew strength from the not-so-young people who braved the bitter cold and scorching heat to knock on doors of perfect strangers, and from the millions of Americans who volunteered and organized and proved that more than two centuries later a government of the people, by the people, and for the people has not perished from the Earth.
This is your victory.
And I know you didn't do this just to win an election. And I know you didn't do it for me.
You did it because you understand the enormity of the task that lies ahead. For even as we celebrate tonight, we know the challenges that tomorrow will bring are the greatest of our lifetime -- two wars, a planet in peril, the worst financial crisis in a century.
Even as we stand here tonight, we know there are brave Americans waking up in the deserts of Iraq and the mountains of Afghanistan to risk their lives for us.
There are mothers and fathers who will lie awake after the children fall asleep and wonder how they'll make the mortgage or pay their doctors' bills or save enough for their child's college education.
There's new energy to harness, new jobs to be created, new schools to build, and threats to meet, alliances to repair.
The road ahead will be long. Our climb will be steep. We may not get there in one year or even in one term. But, America, I have never been more hopeful than I am tonight that we will get there.
I promise you, we as a people will get there.
There will be setbacks and false starts. There are many who won't agree with every decision or policy I make as president. And we know the government can't solve every problem.
But I will always be honest with you about the challenges we face. I will listen to you, especially when we disagree. And, above all, I will ask you to join in the work of remaking this nation, the only way it's been done in America for 221 years -- block by block, brick by brick, calloused hand by calloused hand.
What began 21 months ago in the depths of winter cannot end on this autumn night.
This victory alone is not the change we seek. It is only the chance for us to make that change. And that cannot happen if we go back to the way things were.
It can't happen without you, without a new spirit of service, a new spirit of sacrifice.
So let us summon a new spirit of patriotism, of responsibility, where each of us resolves to pitch in and work harder and look after not only ourselves but each other.
Let us remember that, if this financial crisis taught us anything, it's that we cannot have a thriving Wall Street while Main Street suffers.
In this country, we rise or fall as one nation, as one people. Let's resist the temptation to fall back on the same partisanship and pettiness and immaturity that has poisoned our politics for so long.
Let's remember that it was a man from this state who first carried the banner of the Republican Party to the White House, a party founded on the values of self-reliance and individual liberty and national unity.
Those are values that we all share. And while the Democratic Party has won a great victory tonight, we do so with a measure of humility and determination to heal the divides that have held back our progress.
As Lincoln said to a nation far more divided than ours, we are not enemies but friends. Though passion may have strained, it must not break our bonds of affection.
And to those Americans whose support I have yet to earn, I may not have won your vote tonight, but I hear your voices. I need your help. And I will be your president, too.
And to all those watching tonight from beyond our shores, from parliaments and palaces, to those who are huddled around radios in the forgotten corners of the world, our stories are singular, but our destiny is shared, and a new dawn of American leadership is at hand.
To those -- to those who would tear the world down: We will defeat you. To those who seek peace and security: We support you. And to all those who have wondered if America's beacon still burns as bright: Tonight we proved once more that the true strength of our nation comes not from the might of our arms or the scale of our wealth, but from the enduring power of our ideals: democracy, liberty, opportunity and unyielding hope.
That's the true genius of America: that America can change. Our union can be perfected. What we've already achieved gives us hope for what we can and must achieve tomorrow.
This election had many firsts and many stories that will be told for generations. But one that's on my mind tonight's about a woman who cast her ballot in Atlanta. She's a lot like the millions of others who stood in line to make their voice heard in this election except for one thing: Ann Nixon Cooper is 106 years old.
She was born just a generation past slavery; a time when there were no cars on the road or planes in the sky; when someone like her couldn't vote for two reasons -- because she was a woman and because of the color of her skin.
And tonight, I think about all that she's seen throughout her century in America -- the heartache and the hope; the struggle and the progress; the times we were told that we can't, and the people who pressed on with that American creed: Yes we can.
At a time when women's voices were silenced and their hopes dismissed, she lived to see them stand up and speak out and reach for the ballot. Yes we can.
When there was despair in the dust bowl and depression across the land, she saw a nation conquer fear itself with a New Deal, new jobs, a new sense of common purpose. Yes we can.
When the bombs fell on our harbor and tyranny threatened the world, she was there to witness a generation rise to greatness and a democracy was saved. Yes we can.
She was there for the buses in Montgomery, the hoses in Birmingham, a bridge in Selma, and a preacher from Atlanta who told a people that "We Shall Overcome." Yes we can.
A man touched down on the moon, a wall came down in Berlin, a world was connected by our own science and imagination.
And this year, in this election, she touched her finger to a screen, and cast her vote, because after 106 years in America, through the best of times and the darkest of hours, she knows how America can change.
Yes we can.
America, we have come so far. We have seen so much. But there is so much more to do. So tonight, let us ask ourselves -- if our children should live to see the next century; if my daughters should be so lucky to live as long as Ann Nixon Cooper, what change will they see? What progress will we have made?
This is our chance to answer that call. This is our moment.
This is our time, to put our people back to work and open doors of opportunity for our kids; to restore prosperity and promote the cause of peace; to reclaim the American dream and reaffirm that fundamental truth, that, out of many, we are one; that while we breathe, we hope. And where we are met with cynicism and doubts and those who tell us that we can't, we will respond with that timeless creed that sums up the spirit of a people: Yes, we can.

Seneta Obama hatimaye ameshinda urais wa Marekani na anakuwa rais wa Kwanza Mweusi kwa historia. John Mc Cain amekuwa wa kwanza kukiri kuwa ameshindwa kiungwana na kumpongeza mwenzake Obama. Hili limekuwa funzo lingine kwa wagombea wetu wa kiafrika na kitanzania wanaposhindwa si kukimbilia mahakamani bali ni kukubali.
